ENTERPRISE RESOURCE PLANNING (ERP) ANALYST

The Hamilton Police Service (HPS) is currently looking to fill the position of Enterprise Resource Planning (ERP) Analyst, which will be located in downtown Hamilton at our Central Police Station.

 

 

Qualifications: 

 

·         A degree in computer science and/or business, or an equivalent combination of education, training, and experience;

 

·         Minimum 2 years experience in researching, analyzing, and implementing ERP systems, and providing ongoing training and support;

 

·         Minimum 5 to 7 years experience in project management and ERP systems development, with proven leadership ability and customer service orientation; and

 

·         Several years experience working with large scale computerized HR/Payroll/Financial Systems is essential.

 

·         Working experience with Peoplesoft and expertise in MS SQL will be considered an asset. 

 

·         Relevant Project Management and/or ERP designation/certification would be considered an asset.

 

·         The position is located in a regular office environment, however, it may require travel to and from various work locations; therefore, a valid Ontario Driver’s License is required.

 

 

Reporting to the Manager, Human Resources, this position will be responsible for:

 

  • Researching, analyzing, developing, planning, implementing, and maintaining the ongoing development of the Service’s Enterprise Resource Planning (ERP) System, including but not limited to PeopleSoft HRMS, Payroll, and Financial applications.

 

  • Supporting the Service’s strategic resource allocation, business processes, and reporting requirements.

 

 

General Duties:

 

1.     Leads the development and implementation of ERP technological solutions supporting HPS planning, allocation, and reporting requirements (e.g. human resources, time and attendance, payroll, accounting, purchasing, training/learning management), in keeping with the organization’s strategic plans and best practices.  Liaises with City of Hamilton and HPS staff in the:

 

a.     Analysis of corporate ERP requirements, development of specifications, and presentation of recommendations regarding technological solutions to senior management.

 

b.    Implementation of approved projects, including but not limited to, applications development, enhancement and full systems migration, ensuring viability, integrity and security of the Service’s information systems.

 

c.     Day-to-day administration of ERP database and applications maintenance processes, including development and communication of policy and protocol related to information entry, tracking, analysis, and reporting standards.

 

2.     Conducts business needs analysis and system fit and gap analysis, configuring, testing, troubleshooting, problem resolution, reporting, user security and access, and user training.

 

3.     Liaises regularly with managers and senior Human Resources staff, as well as senior staff in related units (e.g. Payroll, Finance, Purchasing) in order to conduct needs assessment and articulate business systems solution requirements.  Conducts research and monitors developments in the field related to ERP and technology solutions, evaluates same and proposes systems solutions and enhancements to ensure optimum service provision to client departments and stakeholders.

 

4.     Contributes to the Service’s Change Management process by identifying opportunities for strategic and operational improvements in the allocation, deployment and redeployment of Service uniform and civilian human resources.  Consults with a full range of managers and section heads to build trust and confidence in the Service’s ERP systems, manage expectations and overcome resistance to technology-supported solutions to Service planning issues.

 

5.     Ensures adequate user training is provided for ERP systems and oversees the establishment of security access classes/levels for users.

 

6.     Manages all unit expenses and ensures that effective administrative, budgeting and procedural controls are properly implemented and maintained; and develops an annual operating budget for the unit.

 

7.     Develops and maintains an Employee Self-Service Information System utilizing the Enterprise Resource System.

 

8.     Perform other duties, as assigned, related to the major responsibilities of the job.

 

 

Required Competencies:

 

1.     Superior strategic, project, and change management skills related to planning and implementation of ERP initiatives, including liaison with vendors and outsource service providers, and establishment and management of ambitious but achievable project milestones and timelines.

 

2.     Business acumen and strong financial discipline in order to critically assess Service needs and develop a business case, including cost/benefit analysis, for technological change.

 

3.     Thorough understanding of Business Analytics and Reporting Tools, and their application in the allocation, deployment, and redeployment of human resources in a rapidly changing, politically sensitive environment.

 

4.     Superior communication and interpersonal skills, in order to establish and maintain strong business relationships with HPS management, and to overcome resistance and implement technology supported best practices to resolve unit/section HR issues.

 

5.     Ability to use personal computers/standard HPS workstations, associated software/computer applications (e.g. PeopleSoft, HRMS) and any other office-related equipment that may be required.
